Our Philosophy

At Flowers & Associates, Inc., we believe in a responsive approach to our clients' individual project requirements. We can serve as primary consultants responsible for all engineering elements or operate effectively as multi-discipline team members, depending on our clients' criteria and projects. We maintain a network of select specialty consultants who can serve as sub-consultants or work independently on behalf of our clients. Our Principals establish the project team appropriate to our clients' needs and stay involved with each phase of project development.

• Land Use Planning & Permitting: Our planning staff has extensive experience in the Santa Barbara area with land use planning, residential and commercial development, agricultural development, cannabis cultivation, site design and construction, and LEED consultation.
• Construction Engineering: We provide third-party construction management services with a philosophy of team building, attention to detail, and anticipation.
• Public Works & Infrastructure: We provide engineering design and construction services for public works and infrastructure projects, including street/pavement design and maintenance, storm water management, and construction phase services.

Featured Projects

• Rosewood Miramar Hotel: Our principal engineer provided project management during the initial entitlement phase and handled all aspects of preliminary and final design development and civil services to obtain planning and design board approvals with the County of Santa Barbara.
• City of SB Pavement Maintenance Program: We provided civil engineering services including construction inspection, monitoring, and reporting, as well as SWPPP compliance, guidance, and reporting.
• Rancho Monte Alegre: Our principal engineer provided civil engineering services including construction inspection, monitoring, and reporting, SWPPP compliance, guidance, and reporting, public utility planning and coordination, project coordination, and staking control and surveying services.
