Dennis E. Black Engineering, Inc. (DEBEI) is a professional engineering and surveying firm located in Chambersburg, PA. The company was incorporated in 1965 as Arrowood, Inc. The firm was renamed Dennis E. Black Engineering, Inc. in March of 1987 when Dennis Black purchased 100% of the outstanding common stock. The assets of Dougal and McCans, Inc., a small surveying firm located in Chambersburg, were purchased in 1988. The assets of G & S Surveys of McConnellsburg, PA were purchased in 2004, providing the company's first satellite office. Most recently, Mr. Black was named the 2008 Business Person of the Year by the Greater Chambersburg Chamber of Commerce for his outstanding leadership, community involvement, and his promotion of economic development within the county.

We offer a variety of services including site planning, surveying, subdivision design, roadway design, engineering design and reports, boundary, farm and mountain surveys, ALTA surveys, phase I studies, and storm water system design. We have completed numerous land subdivision and site development plans for a variety of clients throughout the markets we serve. These include banks, convenience stores, restaurants, office buildings, medical facilities, municipal buildings, strip malls, shopping centers, and fire stations.

Dennis E. Black Engineering, Inc. is capable of providing services anywhere in Pennsylvania, Maryland, and West Virginia but works primarily in the following locations: South Central Pennsylvania: Franklin County, Fulton County, Cumberland County, Adams County, and Huntington County; Northern Maryland: Washington County and Frederick County; West Virginia: Berkeley County and Morgan County.
