Our Story

Commonwealth Engineers, Inc. was established in 1996 with the mission of providing extensive planning and civil engineering services to our clients. Our President, Victor Kelly, Jr., P.E., has over 30 years of experience in engineering, planning, and land surveying, and has assembled a team of professionals with a wealth of knowledge and expertise in their respective fields. Our team has worked on a wide range of projects, from residential and commercial developments to industrial projects, and has developed a deep understanding of the complex requirements necessary for municipal approvals and regulatory permits.

Our Services

We offer a comprehensive range of services designed to support our clients from concept to completion. Our services include site feasibility analysis and land use studies, engineering and plan preparation, sanitary sewer collection and conveyance design, coordination for state and federal stream and wetlands encroachment permitting, erosion and sediment control design, stormwater management design, N.P.D.E.S. permitting, and Pennsylvania Department of Environmental Protection permitting. We also provide hydraulic and hydrologic analysis for flood plain studies, and have expertise in CAD drafting and design of subdivision plans using Terramodel.

Our Team

Our team is led by President Victor Kelly, Jr., P.E., who has over 30 years of technical and professional experience in engineering, design, and construction involving residential, commercial, and industrial projects. Our team also includes experienced project managers and engineers, including James M. Haigney, Allan H. Zimmerman, Thomas Tran, P.E., Michael Cowen, E.I.T., and others, each with their own unique set of skills and expertise.
