Our Services

We offer a wide range of civil engineering design and construction administration services for various projects, including commercial, mixed-use, industrial, municipal, residential, and institutional developments. Our team is skilled in land planning and community redevelopment, ensuring that our designs incorporate Best Management Practices that protect Florida's natural resources.

Our services include civil engineering design for private and public roadway projects, innovative drainage design and permitting, water and sewer design and permitting, flood studies, and FEMA map revisions. We also provide construction administration services, stormwater erosion and sedimentation control inspection services, and value engineering. Additionally, our team offers land planning services such as stormwater master-planning, site master-planning, utility master-planning, and site due diligence.

We understand the importance of environmental permitting and have experience with various agencies, including the St. John's River Water Management District (SJRWMD), South Florida Water Management District (SFWMD), Southwest Florida Water Management District (SWFWMD), Florida Department of Environmental Protection (FDEP), Florida Fish and Wildlife Conservation Commission (FFWCC), Florida Department of Transportation (FDOT), Environmental Protection Agency (EPA), U.S. Green Building Council (USGBC), and Florida Green Building Coalition (FGBC).

Our Team

Our team is led by Ms. Owens, the founder and President of Tri Civil Engineering Design Studio, Inc. With over 30 years of experience in the civil engineering discipline and 27 years of experience in the Central Florida region, Ms. Owens has been involved in a variety of projects, including educational/institutional, commercial, industrial, municipal, residential (single and multi-family), and roadway developments.

Ms. Owens has extensive experience in representing clients at public community meetings and public hearings, performing peer plan reviews, site due diligence, site master-planning, and drainage and wastewater studies. She specializes in stormwater management design and permitting and is a certified inspector of Stormwater Erosion and Sedimentation.
