Our Services

At Dolan & Dean Consulting Engineers, LLC, we offer a range of services that cater to the diverse needs of our clients. Our services include:

• Traffic Engineering Analysis: We provide traffic impact assessments for all land use types, evaluating development-related impacts on adjacent roadway systems.
• DOT Access Permitting: We complete applications to obtain permits from State, County, and jurisdictional agencies.
• Highway Design: We prepare geometric layouts of horizontal and vertical alignments, sight distance evaluations, intersection designs, signage, and striping plans.
• Traffic Control Plans: We develop plans to channelize and/or detour traffic through roadway work zones, as required for project needs or by jurisdictional agencies.
• Parking Studies: We conduct turnover, demand, layout, and shared parking analyses, as well as prepare justification analyses of parking and loading zone ordinance variances.
• Traffic Signal Design: We perform signal warrant analyses, geometric intersection design, signal equipment layout, traffic signal system design, electrical construction plans, and specifications.
• Transportation Planning: We prepare Master Plan Traffic Circulation Plans, Traffic Improvement/Development Districts, and Corridor Studies.
• Site Planning: We prepare geometric site layouts with a focus on access, on-site circulation, parking, and designing for parking demands.
• Noise Impact Studies: We conduct noise readings and assess impacts related to criteria established by state and local agencies.

• Elizabeth Dolan, P.E., Principal: BSCE, Rutgers University, 1986; Registered Professional Engineer in New Jersey, Pennsylvania, Delaware, and New York.
• Douglas J. Polyniak, P.E., Senior Project Engineer: BSCE, Lehigh University, 1998; Registered Professional Engineer in New Jersey.
• Rianna Kirchhof, P.E., Senior Project Engineer: BSCE, Stevens Institute of Technology, 2011; Registered Professional Engineer in New Jersey.

Dolan & Dean Consulting Engineers, LLC was founded in 2007 by Elizabeth Dolan and Gary Dean, bringing over 50 years of combined professional experience in providing specialized civil engineering consulting services. Our firm serves a diverse client base, with projects in New Jersey, Pennsylvania, New York, Maryland, Connecticut, Massachusetts, South Carolina, and Delaware.
